What is staff leasing in Bulgaria?

Staff leasing is a licensed model where a registered agency — iJobs Center — employs workers and leases them to your company. We are the legal employer. We sign contracts, run payroll, pay social insurance, and handle compliance. You direct the work.

What is an Employer of Record (EOR)?

An Employer of Record is the company that legally employs a worker on behalf of another business. In Bulgaria, this operates under the staff leasing framework regulated by the Labour Code. iJobs Center acts as EOR — your company controls the worker's tasks without carrying the employment liability.

Is staff leasing legal in Bulgaria?

Yes. Staff leasing is regulated under the Bulgarian Labour Code and requires a licence issued by the Ministry of Labour. iJobs Center holds this licence. Only licensed agencies can legally operate as employers of record for leased workers.

What does iJobs Center handle as the employer of record?

We handle the employment contract, monthly payroll, social and health insurance contributions, work permit applications for non-EU workers, all HR administration and compliance reporting, and termination procedures in line with Bulgarian labour law.

What does my company control?

Your company controls the worker's daily tasks, working hours and schedule, performance management, and whether to extend or end the placement. You manage the work — we manage the employment.

What is the difference between staff leasing and direct hiring?

With direct hiring, your company is the employer — full liability for contracts, payroll, permits, and compliance. With staff leasing, iJobs Center carries all of that. You get the workforce flexibility without the administrative and legal burden of being the employer of record.

Can iJobs Center source the workers as well as employ them?

Yes. We can recruit the candidate from abroad, manage the work permit application, sign the employment contract as legal employer, handle payroll, and manage the worker's ongoing HR compliance. Alternatively, you can provide a pre-identified candidate and we handle everything from that point.

How long does it take to place a worker through staff leasing?

If the worker is already in Bulgaria with valid documentation, placement can happen within days. If a work permit is required for a non-EU national, the process takes 3–4 months from application. iJobs Center advises on the fastest route based on your candidate's situation.

What sectors use staff leasing most in Bulgaria?

Construction, logistics, manufacturing, food processing, hospitality, cleaning, security, and agriculture are the most active sectors. Staff leasing is particularly common for companies running variable or seasonal headcount, or for businesses hiring non-EU nationals who require a Bulgarian employer of record.

What happens at the end of the leasing contract?

At the end of the agreed period, the worker's contract with iJobs Center concludes. If your company wishes to extend, we renew the leasing agreement. If you wish to end the placement, we manage the termination process in compliance with Bulgarian labour law. You are not exposed to direct termination liability.

Can a leased worker be transferred to my company's payroll later?

Yes. If you wish to hire a worker directly after a leasing period, this is possible. iJobs Center can advise on the transition process. For non-EU workers, the work permit would need to be reissued with your company as the employer of record.

How does billing work for staff leasing?

iJobs Center invoices your company monthly. The invoice covers the worker's gross salary, all employer social security contributions, and the agency service fee. The total cost is transparent and agreed in advance. You do not manage payroll or insurance separately.
